Good spot! Yes, this is actually the older and rare version of the M5 bumper. This bumper was used in the beginning and to early 1990, when the design changed. It was not used in the USA, only in Europe.
It is correct that the upper part is the same as the M technik. It's only the lip that is M5 specific.
Many M5s have changed the bumper to the new when having an accident etc. The newer bumper is 1-piece whereas the old is of course 2-piece.
